职位描述 Reponsiblities:

Accountabilities-People Management:

1. Recruit, manage and develop the China Offshore Development Center.
2. Translates departmental goals into performance objectives for each team member and measures departmental and individual performance against plan.
3. Share knowledge with team members as necessary to develop knowledge and skills across the team.
4. Make training plan and career development plan and manage the implementation.
5. Proactive in improving productivities across the team’s and own areas with appropriate proposals, procedures and tools.
6. Manage performance of the team members to pursue excellence.
7. Motivate and inspire team members to maximize individual contribution and reach team efficiency and excellence.

Accountabilities- Client Support:

1. Effective collaboration with business/clients managers globally, as the China Offshore Development Center focal partner to the overall business.
2. Effective communication with business/clients managers globally on tracking deliverables from action owners, routine updates and reminders to all business units on project status.
3. Ensure customer satisfaction and meet customer service level agreement within the quality and cycle time requirement.
4. Develop and maintain harmonious customer relationship with all the external and external business clients.
5. Provide effective local management support to business/clients managers on resources management and people management.

Accountabilities-Project Management:

1. On-going high-level evaluation of China Offshore Development Center overall implementation plan: Review existing program boards and dashboards of different business/clients units, evaluate their collaboration, explore any conflicting and missing action items, and produce an integrated master plan across the organization.
2. Detailed level construction of China Offshore Development Center: Review provided requirements, build up project plans in terms of customer needs for each initiatives, evaluate their collaboration, explore any conflicting and missing action items, and produce an integrated master plan across the China Offshore Development Center projects.
3. Monitoring and allocating resources: Evaluate current project team structure design, advise on missing functional roles and allocate function owners.
4. Monitor/control the project deliverables to ensure the service delivered by the project team meeting the target of scope, timing and budget.
5. Manage/control the project to reach the target of profitability (Revenue, gross margin) by eliminating the customer complains and rework, handle any of the project issues within request days.
6. Detail tracking and alerting any implementation progress of all involved business/clients units, including technical, content, operation, personnel, etc.
7. Project issue tracking and solution, manage project summary on benefits and lesson learnt. 8. Construct, engage and manage vendors as additional resources when required.
9. Report to Global Director on individual project status and also as a master overview of all projects owned.
10. Accountabilities-Disaster Recovery Plan/Business Continuity Plan.
11. Prepare for contingency in any aspect where risks exist.
12. Prepare on-going succession and expansion plans, including staff back up, human and product capacity planning.
13. Track project and execute incidence response procedure and escalation when needed.
职位要求 Requirements:

1. Bachelor of Science, Bachelor of Computer Science, Bachelor of Electronic Engineering, Bachelor of Telecommunications, Bachelor of Communications, Bachelor of Software Engineering. 2. Master degree and PH.D is preferred.
3. Experience in Java or .NET, Project Management, etc.
4. 3+ years related working experience in a management role of managing large complex projects encompassing multiple technology platforms and architectures.
5. Strong experienced in balancing operational, human resource and business objectives and challenges.
6. Good analytical skills & Good problem-solving skills and ability to lead others to find appropriate solutions.
7. Proactive, well-organized, and a meticulous planner, self driven and results oriented.
8. Ensure proper utilization of resources and provides justification for additional resource requests.
9. Conducts technical and business presentations concerning products, projects, initiatives and results.
10. Capable of simultaneously managing multiple high priority issues/projects without reducing quality.
11. Ability to work at both operational and executive levels.
12. A strong customer advocate with knowledge of services life cycle businesses: design, implement, operate and maintenance.
13. Ability to inspire and motivate team members.
14. Strong English communication and negotiation skills.
